After more than a decade in the California State Assembly, Irwin has accumulated a long legislative record and a network of high-profile political endorsements. The record below focuses on documented actions, alliances and policy decisions that voters can examine directly.
Irwin’s congressional campaign prominently lists endorsements from Gov. Gavin Newsom and U.S. Senator Adam Schiff. Their support places two of California’s most prominent Democratic leaders directly behind her congressional campaign.
Irwin presented SB X1-2 on the Assembly floor in 2023. California returned to gasoline-price legislation in 2024, passing AB X2-1 with additional refinery inventory and resupply authorities that the California Energy Commission says expanded the earlier framework.
California allocated nearly $24 billion for homelessness and housing from fiscal years 2018–19 through 2022–23. A 2024 State Auditor report found that California lacked consistent information needed to judge the cost-effectiveness of several programs.
Irwin voted AYE on SB 1 in 2017. The law increased fuel taxes and created a transportation improvement fee on vehicles. California’s gasoline excise tax is 63.4 cents per gallon for the July 1, 2026 through June 30, 2027 rate period.
Irwin is recorded as voting in favor of SB 1 during the April 2017 Assembly vote.

Jacqui Irwin publicly endorsed Amber Thompson, a transgender candidate for the Ventura Unified School Board. Thompson’s campaign published Irwin’s endorsement statement and lists her among the candidate’s supporters.
